Broadcasting Commission of Jamaica Takes a Stand – Bans Negative Music

For years we’ve had complaints and protests from members of the public and music fraternity about negative lyrics in the dancehall culture. Many are now rejoicing as the Broadcasting Commission of Jamaica (BCJ) issued a Directive on Tuesday, banning the playing of music that promotes scamming, guns and the use of illegal drugs. This is an attempt used by broadcasting regulators as part of their commitment to keep the airwaves free of derogatory and harmful contents. The BCJ decision is based on the notion that “The use of public airwaves to broadcast songs that promote/glorify illegal activity will give the wrong impression that criminality is an accepted feature of Jamaican culture and society.”

Under the new rules, radio stations are strictly prohibited from playing music that glorifies lottery scamming, illegal guns, the use of Molly drug and other criminal activities. The ban is to take effect immediately. The Commission stated that traditional media plays an important role in Jamaica and urged radio stations to comply with the new regulations.

Mr. Cordel Green, Executive Director of the Commission, stated that when criminality is presented through music or videos as normal behavior, it conflicts with the principles of responsible broadcasting. There are slangs and street languages emerging from the younger entertainers with strong influence on schools and social behaviors. Most of the problems arise from the dancehall sector and is creating a psychological effect on our youths. Nonetheless, the new directive is already being met with strong criticism and opposition from those in the music industry. Several artists are turning their efforts to social media and various platforms. Monies are being rewarded via the amount of views each artist can attain. On the other hand, “payola” business will strongly take a hit for the worse. Producers, labels and various entertainers are now pushed in a corner to evaluate their morals.

In summary, the Broadcasting Commission prohibits the following: 

  • Any audio or video recording, live or edited song, speech which promotes and/or glorifies scamming.
  • Illegal use or abuse of drugs, illegal or harmful use of guns or other offensive weapons.
  • “Jungle justice” or any other form of illegal or criminal activity.
  • Edits by producer/label as well as the use of near-sounding words as substitutes for offensive lyrics, expletives, or profanities.
